Getting an employer registration number (matricule employeur) is essential before hiring your first employee in Luxembourg. This number is assigned by the Joint Social Security Centre (CCSS) and is required for all payroll and social security processes.


Steps to register as an employer


Follow these steps to obtain your employer registration number:


  1. Check if you need a business permit
  • If your business activity is regulated, apply for a business permit (autorisation d'établissement) from the Ministry of the Economy first
  • Complete this step before proceeding with employer registration

  • Log in to your Salary.lu account
  • Go to the "Documents" page
  • Find the operating declaration form

Fill out the form with your business details:

  • For individuals: full name, address, phone number, and national identification number
  • For companies: company name, registration number (RCS), registered office address, date of incorporation, phone number, and business activity description


Attach any required supporting documents (e.g., proof of registration in the trade register if not already filed in Luxembourg)


  1. Submit the declaration
  • Send the completed operating declaration to the CCSS via email at ccss@secu.lu
  • Submit before hiring your first employee or within 8 days of the employee's start date


What happens after registration


Automatic affiliations


Once registered, you are automatically affiliated with:

  • Accident Insurance Association (AAA)
  • Employers' Mutual Insurance (MDE)
  • Multi-sector Occupational Health Service (STM), unless you provide proof of alternative coverage within three months


Confirmation and employer number


The CCSS will send you a confirmation letter containing your employer registration number (matricule employeur). You will use this number for all future social security and payroll obligations.



Important: Registering as an employer is a legal requirement before hiring staff in Luxembourg. Make sure to keep your employer registration number safe, as it will be needed for all payroll and social security tasks.
